Enhancing Diplomatic Safety with Specialized Survival Training
Client Need:
Our government customer needed specialized training to prepare students and their families for assignments in high-risk international environments. These personnel faced complex threats, including potential capture while serving in diplomatic roles. The existing government faculty lacked the necessary expertise to provide comprehensive training in elicitation, counter-elicitation, and hostage survival techniques, necessitating the outsourcing of these critical skills.
The Solution:
Edgespace was contracted to provide a series of immersive training programs designed to address these needs. We recruited and trained a team of specialized role players to simulate foreign liaisons, interrogators, and other personnel likely to interact with students in high-stakes scenarios. Additionally, we developed and implemented tailored training modules focusing on hostage survival techniques, and counter-elicitation methods, ensuring that students in high-risk roles were well-equipped for the realities of overseas assignments.
Training Implementation:
Through highly realistic simulations, students and their spouses engaged in exercises that mimicked the complex environments they would encounter abroad. We further integrated the risks posed by modern threats into the training program. An internal evaluation system helped to continuously assess and improve the participants’ performance, allowing for real-time adjustments to the curriculum and preparing government personnel for their overseas responsibilities.
Outcome:
Over the five-year project period, we successfully trained more than 500 high risk of capture Students, contributing to the readiness of personnel deployed in over 140 countries. The program’s success led to additional contracts, including the development of a custom curriculum for their spouses. With our proven methodologies, we provided this government agency with a turnkey training solution that strengthened the safety and operational effectiveness of U.S. diplomatic personnel around the world.
Supporting Global Survivor Evader Recovery with 24/7 Operational Communication Infrastructure
Client Need:
The Naval Information Warfare Center Pacific (NIWC) required a highly reliable communication infrastructure to support the Combat Survivor Evader Locator (CSEL) Ultra High Frequency (UHF) Base Station (UBS) network. This system is critical for locating and recovering personnel who may be in survival or evasion situations during military operations. The NIWC needed continuous, around-the-clock support to ensure that the communication systems at key locations—Hawaii, Sicily, and Virginia—remained operational. The goal was to maintain a fully functional UBS network to support the Department of Defense’s (DoD) personnel recovery missions globally.
The Solution:
We provided comprehensive support for these communication infrastructures, deploying systems administrators to staff the UBS sites 24/7; ensuring continuous monitoring and maintenance; and troubleshooting issues with the communication systems. The support was structured in a tiered model, where Tier One focused on immediate system alarms and basic troubleshooting, while more complex issues were escalated to Tier Two and factory-level Tier Three support. Our team also provided essential training to both civilian and military personnel operating the UBS systems, ensuring they were fully equipped to maintain and troubleshoot the infrastructure.
The Execution:
Our approach included upgrading communication equipment, performing regular system tests, and providing proactive troubleshooting. In addition to technical support, we maintained detailed reports and logs of system activity, coordinated closely with both NIWC and Boeing, and ensured compliance with all regulatory and operational standards. Our internal Quality Assurance (QA) program allowed for consistent oversight and performance validation, ensuring that all systems were operating at peak efficiency. Finally, we developed and shared solutions for issues such as equipment failures or software bugs, maintaining a strong focus on ensuring seamless UBS operation.
Outcome:
Since the contract’s inception, our contributions have ensured a flawless operational record for the CSEL UHF Base Station network, critical to both training and real-world recovery missions across the globe. This work has provided the necessary infrastructure to enable effective personnel recovery, contributing to the success of numerous military operations. The project has been a vital component in supporting the safety and recovery of DoD personnel in distress situations, making us an indispensable partner in NIWC’s global communications efforts.
